A country the size of a district, built up a rock
Monaco is about the size of a large district, but stacked in levels up a rock face: public lifts, pedestrian tunnels and underground car parks link one level to the next. In those passages, and at the railway station set inside the rock, the signal weakens or drops and returns as soon as you come out.
The coast roads run in and out of tunnels, and the phone switches networks several times within a few minutes without telling you. During big event weeks the streets close and the crowd packs into a few hundred metres, so the connection slows exactly when you need the map.

Monaco is not an EU member, but nothing along its edge stops anyone: you come in from France and leave again the same day, on foot, by train or by bus, sometimes more than once. So for a day like that, what counts is that both sides sit in the coverage list of the same plan and not just one of them — otherwise the connection drops the moment the network changes and you never learn why.
